Tevez will start with Edin Dzeko, who has been linked with a move away from the EPL champions, who are still without top scorer Sergio Aguero.
Meanwhile, Arsenal have named Theo Walcott as a lone striker, but the big news is that defender and captain Thomas Vermaelen and midfielder Abou Diaby return to the team after recovering from injuries.
Arsenal are without Mikel Arteta, who is injured, so Diaby will come straight back into the midfield and plays alongside Jack Wilshere and Santi Cazorla, the Gunners said on Arsenal.com.
Vermaelen replaces Per Mertesacker, while Lukas Podolski comes in for Aaron Ramsey and Alex Oxlade-Chamberlain comes in for Olivier Giroud, which opens the way for Walcott to start at center forward.
For Manchester City Matija Nastasic has been recalled in defence to place with Vincent Kompany.
Joleon Lescott makes way for Nastasic, while Mario Balotelli remains on the bench.
Manchester City are ten points behind Manchester United in the English Premier League, with leaders beating Liverpool 2-1 at Old Trafford in the early kick-off.
