James McCourt converted a 39-yard field goal as time expired to seal the win for the Fighting Illini over the previously undefeated Badgers, who came into this game as a 30.5-point favorite, according to Caesars Sportsbook.
It was the largest upset thus far this campaign.
The win by Illinois at home this weekend was its first over a Top 10 team since 2007.
Wisconsin, meanwhile, led 13-7 at halftime, but failed to pull away and it cost them in the end, as the homes side came back to outscore the travelers 17-10 in the second half.
Jack Coan passed for 264 yards with one touchdown and an interception for Wisconsin (6-1, 3-1 Big Ten), which must quickly regroup ahead of the trip to No. 4 Ohio State, which easily put away Northwestern 52-3 on Friday night.
Jonathan Taylor ran for 132 yards and a score and Jake Ferguson ran for a score and 77 yards in the defeat for the Badgers.
Illinois’ (3-4, 1-3) Brandon Peters complete just 9 of 21 passes for 174 yards, but threw two touchdown passes, including one late in the fourth quarter to help trim the deficit to 23-21 before the field goal.
This was the second-biggest upset in a Big Ten game over the last 40 seasons, according to ESPN Stats and Information. (Northwestern defeated Minnesota in 1982 as 32-point underdogs in that game)
