The pair were doubtful for the group contest due to injury problems, but have come through fitness tests to be named in the starting lineup.
Starting as well for Belgium are Marouane Fellaini and Dries Mertens, who scored the goals in the 2-1 win over Algeria four days ago, as coach Marc Wilmots makes three changes to his starting XI.
Thomas Vermaelen also comes into the backline, with Nacer Chadli, Mousa Dembélé and Jan Vertonghen all making way.
Despite calls for Oleg Shatov to be replaced, Russian boss Fabio Capello named the midfielder in his starting team, as Alan Dzagoev remains on the bench.
Igor Akinfeev stays in goal despite his howler in the last game, but Capello did make two changes to the side that featured last time out. Aleksei Kozlov replaces Andrey Yeschenko at full-back, while Maksim Kanunnikov is in for Yuri Zhirkov.
Russia will be hoping to improve from their 1-1 draw against South Korea in the opening Group H game.
