The starting lineup sees strikers Alvaro Negredo and Edin Dzeko, as well as midfielder Fernandinho, as the only survivors from the weekend, with the likes of Jesus Navas, Micah Richards, Joleon Lescott, James Milner and Costel Pantilimon all coming into the side.
Back from injury striker Sergio Aguero is on the Manchester City bench.
Meanwhile for Blackburn Rovers, striker DJ Campbell leads the attack, while the injured Jordan Rhodes (foot) was not included in the match day squad at all.
Scott Dann (groin) has also been left out because of an injury as well, so Matt Kilgallon replaces him.
