N’Doye joined the Black Cats on loan from Trabzonspor earlier this week, but he is still waiting on a work visa.
Sunderland manager Sam Allardyce has decided to hand 21-year-old goalkeeper Jordan Pickford his English Premier League debut, as Vito Mannone has been dropped to the bench.
Meanwhile, Danny Graham replaced Fabio Borini in the attack.
In the meantime, Tottenham team sheet sees them making three adjustments from the side that lost 1-0 to Leicester on Wednesday.
Danny Rose, Kieran Trippier and Mousa Dembele come into the starting lineup today, with Ben Davies, Kyle Walker and Tom Carroll making way for the trio.
Harry Kane leads the attack again, with Erik Lamela, Dele Alli and Christian Eriksen all starting as well.
Jermain Defoe scored a hat-trick in the last game as Sunderland beat Swansea City 4-2 in midweek and the England forward will be hoping to take that form into today’s matchup with the Spurs.
Tottenham go in search of a victory as they seek to stay in contention of finishing in the top four this season and return to the Champions League.
