Manager Jose Mourinho has once again decided to leave the Belgian playmaker on the bench, with Willian, Cesc Fabregas and Oscar among the starters.
Fabregas will be making his 100th career European appearance tonight.
Hazard has been regarded as one of the biggest flops for Chelsea so far this season, which is probably why Mourinho has opted to not start the attacker in this game.
Central defender Gary Cahill is also dropped from the starting team and it is Kurt Zouma and John Terry who get the nod from the boss.
Diego Costa will lead the attack with Pedro and Loic Remy both starting as substitutes.
Chelsea are sitting third in Group G on four points and is one point behind Dynamo Kiev. FC Porto currently lead the group with seven points.
Meanwhile, Ukraine winger Andriy Yarmolenko, who has been linked with a move to Premier League with Chelsea and Arsenal, is among the highlighted starters for Dynamo Kiev.
Yarmolenko will be joined in the midfield by Anele Ngcongca and Serhiy Rybalka, while Vitaliy Buyalsky, Derlis Gonzalez and Artem Kravets lead the attack.
Chelsea are not playing at its best at the moment, but Mourinho is confident that his side will finish on top of this group when the group stages are over.
The Blues come into this game on the back of a 3-1 defeat to Liverpool in the English Premier League on Saturday.
