The Manchester United boss made two adjustments to the side that drew 1-1 with Stoke City and both of them come in midfield.
There are no places for captain Rooney and playmaker Juan Mata, but Mourinho has recalled Marouane Fellaini and handed Ashley Young his first start of the new English Premier League season.
In fact, Young is making his first start in the league since January and it comes as a huge surprise to many here at Anfield.
Liverpool, in the meantime, have been pushed into making two changes because of injuries.
Those missing from the starting line-up today are Georginio Wijnaldum and Adam Lallana.
Dutchman Wijnaldum has been ruled out with a hamstring problem, but Englishman Lallana is fit enough for the bench.
Starting in the midfield is Emre Can, who will sit alongside captain Jordan Henderson, who is on great form, while Philippe Coutinho, Sadio Mane, Daniel Sturridge and Roberto Firmino all start in attack roles.
Loris Karius keeps his place in goal, with Simon Mignolet on the bench.
Luke Shaw is fit again, but Daley Blind starts as the left-back, with Antonio Valencia, Eric Bailly and Chris Smalling also starting in the backline.
Paul Pogba, Marcus Rashford, Ander Herrera and Zlatan Ibrahimovic also start.
Frenchmen Anthony Martial and Morgan Schneiderlin both picked up injuries in training on Saturday and were not named in the squad.
