Rooney had been doubtful with a groin injury, which kept him out of the win at Norwich at the weekend, but does recover to take his place in the starting XI named by David Moyes.
However, Van Persie is still to recovery from his thigh injury and has once again miss out.
Rooney will join Danny Welbeck in the attack, with Antonio Valencia also returning from a one game suspension to start at right wing, with Chris Smalling playing in place of the injured Rafael.
Roberto Soldado and Emmanuel Adebayor both start in Tottenham’s two man attack.
Tottenham in total make three changes to the side that beat Stoke City at the weekend, with full-back Kyle Walker and Danny Rose replace Kyle Naughton and Ezekiel Fryers.
